Kela is a Finnish government agency that administers benefits under the national social security system. It was set up in 1937 to handle retirement pay, and from the 1980s onwards its remit grew to include unemployment and sickness benefits, health insurance, student financial aid and child benefits, among them the maternity package given to new parents. Cover extends to everyone permanently resident in Finland, and the work is paid for from three national insurance funds financed through taxation.
